- Developed with international bodies, the initiative seeks to unify approaches across regulators, operators, and health organisations worldwide.
The Better Gambling Forum (BGF) has introduced a new global initiative aimed at improving player protection and reducing gambling-related harm. The launch includes the draft Responsible Gambling Practice and Policy Pillars (RG3P) Framework and an associated UN Report. The BGF, an initiative of the Brain Capital Alliance, was developed in collaboration with international stakeholders such as the G7/G20, the United Nations, and the World Economic Forum.
A Unified Global Benchmark
At the core of the BGF's work, the RG3P Framework provides a structured approach to preventing and mitigating gambling harm. It is intended to serve as a future global benchmark for responsible gambling policies, awareness campaigns, treatment services, and regulatory standards. The framework is designed to help both emerging and mature gambling markets implement proven player protection measures and continuously refine their strategies over time, bridging the gap in standards across different jurisdictions.
The initiative is supported by a UN report, which the BGF recently adopted. Work on the report began at a collaborative event in New York City in September 2025 and underwent two stakeholder consultations, including a webinar in May 2026. The final published report is set to redefine the Pillars framework for regulators, governments, and health officials.
The Six Core Pillars
The RG3P Framework is built on six pillars. The first focuses on education and awareness, aiming to equip players with clear information about gambling risks to help them make informed decisions. The second pillar, prevention and early intervention, encourages the use of technology to identify potentially harmful gambling patterns at an early stage, allowing for support to be provided before problems become severe.
The third pillar highlights the importance of accessible treatment and support, including counselling services and clear referral pathways for individuals affected by gambling harm. The fourth addresses the need for safer products and environments. This involves promoting standards for the design of gambling products, venues, and advertising to reduce harm risks and ensure marketing practices do not target vulnerable groups.
Industry accountability and ethics form the fifth pillar, advocating for transparency and urging operators to place player welfare at the centre of their decision-making. The final pillar concerns research and sustainable funding, recognising the need for ongoing investigation into gambling behaviour and for funding models that ensure long-term investment in prevention and treatment programmes.
The BGF promotes coordinated action across government, industry, healthcare, and research, viewing gambling through both a public health and a brain health lens. The initiative acknowledges that consumers enjoy gambling and thus seeks to regulate in a way that reduces harm while permitting the activity. The BGF’s immediate goal is to increase the visibility of its framework and report at major global forums, following a recent panel discussion at the UN General Assembly. The ultimate objective is to foster safer gambling environments worldwide.
